Schwantz takes charge of malarkey, public dishonesty and deception

It seemed like Jerry Bratcher had it made. As chief of Police, his salary was $80,000 a year, and he oversaw an 80-man department ranked as one of the best in the country. He had set up lucrative outside consulting businesses analyzing other suburban police departments. And the taxpayers were paying for his drinks, lunches and dinners. No one would question any of it since he had also become a consultant to Micro Aseptic—run by the three village trustees who also ran the police and fire committee. That, together with his strong personal relationship with Mayor Rita Mullins, compromised any real oversight of the Palatine Police Department by the village government. It was all carefully hidden from the taxpayers in a maze of governmental paper buttressed by a village government who fought any citizen attempt to access these financial records.

Sure, there were a few underlying problems. His consulting andMicro Aseptic sales both depended heavily on the the goodwill of other suburban chiefs. So he had to constantlystroke themwhile at the same time hiding from them the true nature and extent of his business dealings and how they might affect the other chiefs. While bragging about the academic achievements of his men, he failed to mention he hired five or six chief’s kids — including his own. He also failed to mention he lost $125,000 in an Ponzi scheme which traded commodities.
Bratcher’s kingdom rested on a fragile foundation. He became a prisoner of his own propaganda. He had to constantly exaggerate and puff his own accomplishments and those of his police force tokeep his outside business interests rolling. Thus, Bratcher pushed membership in the Northwest Police Academy (NWPA), argued for CALEA accreditation, and promoted the use of the Northern Illinois Police Crime Lab (NIPCL). He couldn’t stop making his sales pitch.
Bratcher also became a prisoner of his own sales pitch.
Bratcher ingratiated himself with his fellow chiefs and promoted his business interests at the same time. The chiefs provided a potential market of more than 100 suburban police forces to which he could offer his consulting services or sell his line of Micro Aseptic products, which could provide everything for a police department from soap to special shoes. Bratcher founded the NWPA, a forum which enhanced the international reputation of the Palatine Force and himself. He later used the academy to branch out into politics endorsing his friend Jack O’Malley. Indeed, Bratcher had employed a full-time PR person for his small-time Police Department. Additionally, the sons of various police chiefs were employed by the Palatine Police Department.
It was working. Eventually, Good Housekeeping magazine would cite the Palatine Police Department as one of the 10 best in the nation. On paper, Bratcher had a superior department. Palatine was not just the normal, under-equipped suburban police force. Many chiefs told us the crime at Brown’s Chicken and Pasta on January 8, 1993 was a terrible tragedy. But “thank God it happened in Palatine.” They knew Bratcher worked with CALEA, which certified suburban police departments, but were unaware that his CALEA connection was at the heart of the Good Housekeeping ranking.
At the time, Micro Aseptic was owned and operated by two of Palatine’s trustees: Jack Wagner and GregorySolberg.Wagner also chairs the public safety committee of the village board, which oversees the Palatine Police Department.The public safety committee sets salaries, approves budgets and monitors the department’s performance. Chief Bratcher’s department—along with the Lincolnwood PD—appeared in a 17-minute “police training” tape, which was essentially an infomercial for Micro Aseptic products. The tape credits the NWPA for help in production. (Note: In 1994, Bratcherserved as a paid consultant for Lincolnwood as they searched for a new chief.) This is an apparent violation of Palatine’s ethicsordinance which prohibits, “use of village equipment, material or property for personal ... profit.”
Interestingly, Micro Aseptic was chosen to clean up the crime scene at Brown’s. Wager maintains that the products were provided at no charge as a public service. Skeptics have suggested that it was done for publicity.http://www.ipsn.org/bga1.htm

I can say, I've known Jim's family (grand parents, mom, dad, brothers) for years and years, and they're good neighborly folk, in winter time, for example, Bill (Jim's dad) takes the tractor out and plows the neighbors drive way, other things, he does, is like, weld up a kids broken bicycle if cracked, a busted lawn mower, a mail box, a bbq, little stuff, I've seen it in his shop or in the back of his truck, fixing and welding things that, no one else would touch, you name it, a neighborly guy to strangers, helping other people, Jim's dad, Bill, is OK in my books. Naturally he welds much bigger stuff also.
His dad had been one of my few friends for 30 plus years, has helped me, driving me around or stop by on a job if he wasn't doing any thing or in the neighborhood, buying more than his share of lunches, reaching into his pocket to give me some spending money (not the only one), during this madness I've had with the Palatine police. As a matter of fact he went with me to court a few times. Baker has terrorized these few friends also (up and down Colfax, left and right). I don't think he got Bill but Bill was worried, I don't think Baker will hit Bill for a shake down now or any time soon.
I would imagine this is the joke around town, for sure, up and down Colfax, lucky for Bill.
Since my arrest, his son decided to run for mayor, now his son is steeping into this crap, It seems, that, I have one less friend, regardless, he will always be a good man, in my books. I guess it's all my fault. These are the kind of friends I have, few, but, real Mc Coy's.
I did not ask Wenrich to be higher than a kite the night he pulled me over, I did not ask the Village of Palatine to cover it up, I did not ask, the Village of Palatine to produce false documents to a court of law. I did not ask Wenrich to give perjured testimony in a court of law. I did not ask Inverness mayor Tatooles's nor his brother (defense lawer #1 of 5) to aid in the cover up.
I feel this is obstruction of justice (to say the least), should not be allowed to happen to any one. I am sure it has.
If it happened to me, to that guy and that guy, it can happen to any one.
Mullins and her village council had no problem with this any of this, in fact encouraged it.
I hope Jim thinks this is a problem and convinces the village council to change their course of thinking.
Jim will be stepping into on going criminal activity. I would think, a lot of of elected officials do the same. Criminal activities that started way before he thought about running for mayor. But now, he should know before he gets there, and what to do.
For me it is simple, Jim will be either for or against this behavior, he now has a team, he is the head coach, kick off, first game starts in a few.
Let's not forget, he is not a politician yet. I hope Jim makes it, kind of like a grass roots thing. We all want to believe in a good thing. But often reality is much different.
I want to blog good things, but I blog real things, I want to blog real good things.

I provide Jim a opportunity of a life time, like no other person, I am not afraid of the retaliation, intimidation, threats, harm and danger these criminals, I blog about, can do me, so I blog and make public, besides that, there is no forum that I know where I can report such crimes. I hope my blogs can lead to a cleaner, honest, truthful government. Jim can clean up this crap, move forward, show the world what he's made of, let the people of Illinois know that he is not a run of the mill politician. That he is winner, a clean, mean machine.
I'm serious I do not think Roland Burris, should be where he is, Jim, in 2 years, could have a chance to prove to Illinois, that he is the man.
But he either keeps this type of action in place at the Palatine Police department and other departments, looks the other way or remove and replace with higher quality employees. Create some steps that provide a higher quality police department and village hall for that matter.
I don't hire or fire village employees. I think the mayor and village council has something to do with this.
This activity of a perjury, false document, misleading the court, evidence tampering, a cop so high on patrol, did not know what road he was on, what color car he was following, where he pulled me over and the cover up that followed, as far as I know is criminal.
If you think this was the first, and only, you got to be nuts.
The cops have a union, they have rights. Wenrich said in court, I have no rights Scotillo, and the appellate agreed.
That means Schwantz has no rights also or was it just me? Maybe now, Schwantz has more rights than Wenrich thinks.
So what is going to happen to the criminal part? I don't have to prove a thing, it's all there in there in the court documents.
Arrest me?
I wish more people would come forward, there are plenty of em that can and should.
